Mike describes this photo as being taken looking towards the hillside on the Ridgeley, West Virginia side of the Potomac River. It shows a Western Maryland passenger train.
Patrick Stakem describes this photo as being a Western Maryland Passenger train into Cumberland that clearly shows the location of the Employees war memorial.
