The photo and description below were provided by Mike McKenzie. The photo is one of a number that were rescued from some Cumberland, Maryland area trash a number of years ago by one of Mike's friends.
This photo was probably taken from inside an upper area of the Courthouse along Washington Street, looking down onto the Potomac River. Wills creek enters from the left. The South Branch of the Potomac enters from the right. The small plot of land to the right is Ridgeley, West Virginia. This is the location of the present day (2009) "Blue Bridge" that crosses into West Virginia.
