In the above statement, "D. Korns" is almost certainly Daniel Korns, serving as mayor of New Philadelphia--although I do not yet know exactly what years he served in that capacity. He was reporting to the Ohio State Board of health, in response to a "circular-letter and list of questions" that "was sent to the health officers and boards of health of the State", concerning the year ending October 31, 1888 (see pages 30 & 31 of the book). He states "We have no board of health at this place. We send special police around our village and have everybody clean up about twice a year. We pay them only for the actual time they spend, and then they are discharged.".
Daniel Korns, a son of Michael Korn, Senior's brother Jacob Korns, is covered in Chapter XV of the 1949 book "The Genealogy of Michael Korns, Sr. of Somerset County Pennsylvania".
