This is a forming tool that was found in a bucket of old Lepley rifle parts and gunsmithing tools in Southampton Township, Somerset County, PA in the early 1970's. Based on the shape, it is a tool for forming longrifle nose caps from sheet metal, and possibly also for forming ramrod tips. It's worth noting that nose caps produced with this tool would have a groove for the ramrod. Not all nose caps did this. In other words, this is representative of the adjacent section of the stock.
