This wood carving tool was found in a bucket of old Lepley rifle parts and gunsmithing tools in Southampton Township, Somerset County, PA. It has a store-bought, lathe-turned handle, and measures 6.53" in length. The blade cuts on the curved part, and appears to be home-made.
